Drones, Data Centers and Supply Chains: Preparing the U.S. Army For Future Wars

Reporter: This is Army Secretary Dan Driscoll, and this truck he's riding in is a new Infantry Squad Vehicle or ISV.

It was badass looking, but it's just a Chevy Colorado. It's just a Silverado that we're just tweaking it.

Reporter: The light and nimble ISV is replacing some of the US military's Humvees, and it's just one example of the massive effort Driscoll is championing to modernize the US Army.

What we know is that what has worked for the last 30 and 40 years of fighting is just no longer sufficient.

Reporter: Secretary Driscoll talked to the Journal about why he's laser focused on preparing the US Army for future wars. Earlier this year, Driscoll launched the Army Transformation Initiative to modernize everything a soldier deals with.

We have got to mix in all of these new skill sets and traits and technology,

Reporter: The goal, to prepare soldiers for a world in which wars are won by drones, sensors, and artificial intelligence.

Driscoll: I think when you talk to soldiers about that, they're not actually worried about their role being outsourced to AI. Keeping a human in the loop is fundamental to probably the type of creativity that will be required in future warfare.

Reporter: In addition to modernizing systems, Driscoll's team identified $48 billion that can be shifted away from old equipment like Humvees and Apaches and award buying tools for modern warfare. He says, investing in equipment with strong supply chains is particularly important since the US may have to scale quickly if a war breaks out. That's what makes the Infantry Squad Vehicle made by GM Defense a good example,

What's so amazing about the ISV is you actually can just go to a GM or Chevy dealership for 80% of the parts. In a perfect world, what the future looks like is 90 plus percent of what we're buying is commercial off the shelf solutions, and we are tweaking only what is exceptionally necessary.

Reporter: Driscoll is also focused on fielding a million drones over the next two years. Some will be purchased off the shelf from commercial companies, but the army also aims to make some of them in-house.

The two pilots are talking, "Hey, I see this." "Where is he?"

We are launching something called Sky Foundry where we will actually manufacture a lot of our own drones. The 101st Airborne Division has an exquisite design that was designed by soldiers. They can 3D print it. Trained soldiers can put it together in 20 minutes.

Reporter: While there are concerns that some commercial drones are immature and unproven on the battlefield, Driscoll says that the private sector is good at developing and vetting technology, and that the need for drones will only continue to grow.

Driscoll: Anybody paying attention to Ukraine knows that warfare has changed. Every single city is exposed, every single country is exposed, and one of the best ways to take down a drone threat is with another drone.

Reporter: Other army transformation efforts include partnering with industry to increase the army's compute power, leveraging nuclear micro reactors to power bases, and building out a data layer that will use AI and machine learning to help soldiers identify and defeat threats.

Making those decisions of, "I have a thousand things coming at me, which interceptors do I use," "What risk am I willing to take," "Am I in a crowded area," "Am I near an airport," it's just purpose built for generative AI to take the first swing at that. And then for humans to own the really complicated questions of morality that are just so intertwined with warfare.

Reporter: To help accomplish all of these goals, Driscoll is changing the way the army buys equipment and technology, streamlining the army's program executive offices and allowing acquisition officials to award contracts faster.

For too long what the army has done is it has mis-weighted the risk. It has weighted the risk of doing something and getting it wrong, as more risky than the risk of not doing anything at all. And with where current warfare is, what we need to do is, and what we are doing is underwriting commanders to take appropriate risk and act now.
