So I'm gonna now take us around the world with the secretary. We're gonna go just south of here. Let's start in Venezuela.

Mark: Right.

What is happening right now? The US War on Drugs now has a new definition. It truly does. As the Trump administration has a $50 million reward for Maduro's arrest, the president said, "We're in a formal armed conflict with drug cartels." You detail in your memoir-

Mark: Yeah.

Being in the room for the discussions in the first Trump term about Venezuela and Maduro. You advised against military action there, you and Bill Barr successfully. And you said to the president, quote, "We have many more non-military cards to play." That was then.

Mark: You've really quoted me there.

I really read the whole thing. That was then.

Mark: Yeah.

But do we now still have those non-military cards, or would you advise US land strikes, which the president has been asked about, and he has said, you know, not yet. What happens?

Well, look, and Nicholas Maduro is a bad guy. He's a dictator. And his predecessor, Hugo Chavez, was as well. And he's pretty much devastated that country, which was one of the most vibrant countries in Latin America. And so there's a lot of reasons to want him to go, right? And, but my view was always, we have bigger fish to fry in the world, beginning with China, if you will. And what I would also counsel then, what I did then and what I would now is, look, it's easy to get into a war. It can be hard to get out of a war. So you gotta be very careful and very thoughtful of how you do that. And we know how to do this in terms of the stepping stones. And my view, if you're going after drugs, and my recollection was the president was always very serious about drugs.

Poppy: Yeah.

I respected that. He saw what many of us see of how drugs, what they do to people, and communities, and families. And he-

You wrote about it as a parent saying it was your biggest concern for your children.

You're always concerned. Are your kids gonna, you know, fall into the wrong crowd and get, you know, involved in drugs? So you have a good memory from my book. I'm gonna have to get you on the tour with me. But that said, I don't think the military is the best tool to use for any number of reasons.

So these strikes on these boats right now, bad idea?

I would employ the Coast Guard. It may be reinforced by the US military, which we did, by the way, during my tenure. But to me, it's a law enforcement action. I would wanna capture those traffickers.

Poppy: Okay.

I would wanna find out what they're carrying it, where they're carrying it to, who they got their instructions from, who's paying them. I'd wanna unravel the network, not just get the traffickers.
