How Trump Wielded ‘America First’ to Bend the World Order

Alex: Just one year into his second term, President Trump has fashioned American foreign policy in his image.

They put America last. We put America first.

From targeting alleged narco-terrorists on the open ocean to fighting openly with European allies to brokering a fraught ceasefire between Israel and Hamas, what President Trump is really attempting is to make himself one of the top statesmen in American history. Republican Senator Lindsey Graham is a staunch ally of the president and is often in his ear on matters of war and peace.

I think President Trump has put the Monroe Doctrine on steroids, and I like it.

Alex: Jeanne Shaheen of New Hampshire is the top Democrat on the Senate Foreign Relations Committee.

I think he has vastly undermined America's national security.

Alex: Trump's recent pressure campaign on Venezuelan President Nicolas Maduro began on September 2nd when the US struck an alleged drug boat in the Caribbean.

These are a direct military threat to the United States of America. They're trying to drug our country.

Alex: Since then, the US has carried out more than 20 strikes and moved the Navy's largest aircraft carrier into the region. Now, Trump's top military officials face accusations of war crimes, and Trump himself faces bipartisan concerns of executive overreach.

Trump is in the process of bringing Maduro down, and right after the election in '24, I talked to him about this. I said, foreign policy in our backyard has been neglected. It's time to clean up the underbrush in our backyard. There's a drug caliphate in our backyard. If we can get Maduro out, and I don't wanna invade the country. I don't think that's necessary. But all options are on the table and make Venezuela an ally that doesn't poison Americans. That would be great. Cuba should be next.

Reporter: Tonight, an elite Coast Guard team rappelling out of helicopters onto the deck of an oil tanker off the Venezuelan coast.

Moments earlier, we've learned that there's been a tanker seized by the United States. Is this regime change pressure in your mind?

What's so ironic about this is that Venezuela doesn't pose a national security threat to the United States. This is clearly, or it seems to clearly be, about regime change. It doesn't make sense that we are expending the amount of resources that we are in the Caribbean to address removing Nicolas Maduro in Venezuela.

Alex: On the other side of the spectrum, the president has worked to position himself as a peacemaker. Trump was a driving force behind the Israel-Hamas Peace Plan. The main contours of the deal included the eventual withdrawal of Israeli forces from Gaza, the return of all hostages held by Hamas, and a promise that a disarmed Hamas would never seek power in Gaza again.

This took 3,000 years to get to this point. Can you believe it? And it's gonna hold up too.

The details are a little more complicated. Have you seen any progress from your perch in the Senate Foreign Relations Committee that they're making any progress towards that phase two deal? That would, again, see Hamas lay down arms and Israeli forces withdraw to a certain line in the enclave?

No.

Alex: That simply?

We've hit a wall. I'm gonna talk to Bibi here in a bit. I don't see an air force coming over the horizon that will literally disarm Hamas. I don't see them giving up their weapons, so it's not what I see, it's what they say. They're saying that the heart and soul of Palestine is an armed Hamas. They're out intimidating. They're executing people in the streets. So this idea of developing Gaza with an armed faction of Hamas still in play makes no sense to me. So my advice would be, put the disarmament on a time clock like you did with Iran, and if they don't meet that schedule, then unleash Israel on them.

I will settle the war in Ukraine before I even take office. I'll settle it as president-elect.

Alex: The president campaigned on his ability to end the Russia-Ukraine war, but peace remains elusive. Since returning to office, Trump has lashed out at both Russian President Vladimir Putin and his Ukrainian counterpart, Volodymyr Zelensky.

If you didn't have our military equipment, this war would've been over in two weeks. We get a lot of bullshit thrown at us by Putin. You want to know the truth?

The main issue is that Ukraine wants guarantees that the US and European allies will defend it from another Russian invasion. Kyiv also does not want to cede territory Russia has not conquered. Moscow, meanwhile, insists it will take all of Ukraine, even as the Kremlin engages in US-led negotiations. As we're speaking, President Trump and his team are really trying to get Zelensky to sign on the dotted line on some sort of deal to end the war. And they're thinking, they're very open about this, is they think Ukraine is losing and going to lose. And so it is better for Ukraine to make a deal now, even if that requires giving some territory to Russia, in order to prevent losing more territory and more sovereignty later.

Well, no, no, no. I think there's a real question about whether that's the motivation behind what the Trump administration is doing. Clearly, they are supporting a plan that was written in Moscow for how to negotiate an end to the war. I don't think that's in Ukraine's interest. I don't think it's in Europe's interest, and I certainly don't think it's in the United States' interest, because if we do not hold Vladimir Putin and Russia accountable for invading sovereign territory, we let them get away with it. We let them get away with their continued threats against NATO countries and the Eastern Bloc, then that is gonna come home to roost for the United States.

To me, the only way you'll ever stop Putin from going back into Ukraine is for the cost to be so high on day one he wouldn't do it. So I think it's non-negotiable for me to have tripwire European forces on the ground in Ukraine that if Putin tried this again, or somebody like Putin, they'd run into European forces.

I guess I'm curious, when you talk to President Trump about Ukraine...

He is very committed to make sure this doesn't happen. It'd be his legacy. If he ends this war, and a few years later it starts, he'll own it.

Alex: Both senators emphasized that the outcome of the conflict could affect more than Ukraine's borders.

I would never recognize legally Donbas being Russia, de jure recognition. You don't wanna do that. That would be giving legitimacy to acts of aggression. And we've never done that before.

What I've heard from our military, from our intelligence community, is that China and President Xi are watching what happens in Ukraine. They're watching what the United States does, and if we walk away from Ukraine, we might as well give 'em a green light to go into Taiwan.

But just over one year ago today, with your help, we saved America. That's what happened, we saved it.

As you look back on this year, is the US safer after one year of President Trump's second term than when it started?

No, I think the answer is no. I think, unfortunately, the actions that the president has taken undermine our national security in the long term.

We're much safer than we've been in decades. Why? We've taken terrorist organizations down in the Mideast like Hamas, we're isolating Hezbollah. We literally bombed Iran's nuclear facilities, taking the chief sponsor of terrorism and put 'em in a box. In our backyard, we're taking on narco-terrorist dictatorships that have poisoned Americans and killed us by the tens of thousands. NATO has more money for the common defense than it has ever had. There is a new sheriff in town, and I like what I see from President Trump.
