WSJ Opinion: A Grand New School Takes Root in the Bronx

A school choice success story as a new $245 million charter school opens in America's poorest congressional district. The Success Academy Bronx K through 12 is welcoming 2,400 students this month to its state-of-the-art campus featuring advanced STEM labs, a rooftop sports field, and a 300-seat theater. The school's opening comes as Mayor Zoran Mamdani continues to oppose lifting the cap on charter schools in New York City, despite the fact that just 28% of public school fourth graders scored proficient in reading and only 33% scored proficient in math on the most recent nation's report card. We're back with Dan Henninger, Kim Strassel, and Kyle Peterson. Karl, you wrote about the Success Academy in the Bronx this week. It sounds like a remarkable, another remarkable principle for starting, remarkable people working on it. Tell us about it. Tell us what makes it so special.

It's an immaculate facility. It's six stories, K to 12. Designed by an architecture firm called SOM that has done projects, including the One World Trade Center. It honestly looks like a building that would be at home on a college campus other than the storybooks and other evidence that you have a K-12 clientele there. The other thing that makes this interesting is that Eva Moskowitz, the founder, the CEO of Success Academy, says that this is supposed to be a model for the nation. She wants governors, she wants mayors to come out there. And her argument is, look, we are going into these neighborhoods like the South Bronx, we are taking 2,400 kids here mostly non-white, mostly low or modest incomes, and we are coming in with a can-do attitude, a culture of high expectations, and we are getting results. We are getting way better test scores in the public schools, all of our graduating seniors get accepted to a four-year college, and so it can be done. Come and learn from us, see what we're doing because the public education model is very broken.

And yet, as you wrote, Kyle, this is a perfect model or, you know, to lift people, some of the poorest kids in the nation out of the poverty, give them an extraordinary ladder route to success. The kind of things that progressives are supposed to really be all about. And yet, as you wrote, Democrats are nowhere on this. They're really not enthusiastic, are they?

Part of the difficulty, I think, is the union influence in a lot of these states and cities, including New York City. But just to think about the numbers, I mean, the key word in school choice is choice. Nobody has to go to a Success Academy or any other charter school, but there's they're far oversubscribed. So there's a lottery when there are more applicants than there are seats. This year, Success Academy across New York City in its 59 locations had about 3,500 open seats, and there were about 27,000 applications. So there were some people who got in and there were a lot more people who didn't get into those schools and really would like the benefit of the kind of education that Success Academy is offering.

Kim, the Big Beautiful Bill passed by Congress last year, President Trump's Big Beautiful Bill included a tax credit for states to be able to use to develop, to help to fund some of these schools and to develop, so kids can go to these schools. Strikingly, pretty well every single Democratic controlled state in the country has opted out.

Yeah, it's remarkable, especially because as Kyle was just intimating there, this has become a freight train of a political issue out in the States, right? COVID woke Americans up to just how bad the public school system was, how important education is, and the demand for school choice. This has been one of the biggest revolutions out at the state level. The number of states just in recent years that have opted, many of them for universal school choice programs is really striking. So now comes this one Big Beautiful Bill, and this was very smart on Republicans' part, it's putting enormous pressure on these blue state governors. Now, some of them, Jared Polis in Colorado, they didn't want to get hit by the bus, came out right away and said, "No, we're in. We're opting in." Now you're seeing that pressure exerted on folks like Josh Shapiro in Pennsylvania, Kathy Hochul in New York. And parents are watching. So this is going to be very interesting to see how these states go.

Dan, why are Democrats so hostile to giving parents the choice to help lift their children out of poverty?

The short answer, Jerry, is because the unions are opposed to it. The teachers unions really are best understood as almost like an industrial union now, like the miners or the steel workers. They're not so much interested in kids in the classroom as they are in making, you know, getting higher wages for their workers and so forth and establishing work rules for them. That is the thing, as Kim pointed out, that parents got so upset over during the COVID pandemic. And that's why this $1,700 federal tax credit that is going to take effect next year that was in the Big Beautiful Bill, which allows you to commit $1,700 to a school choice or scholarship program is going to have such an enormous effect. And if you don't opt in, that money goes to the US Treasury and it will be sent elsewhere into the United States.
