California’s Oil and Gas Problem

Gas prices are up and we know they're up and we know that people are hurting because of it. And we're doing everything that we can to ensure that they stay lower. It's not gonna last forever. We're gonna take care of business. We're gonna come back home, and when that happens, you're gonna see energy prices come back down to reality.

That was Vice President JD Vance Wednesday in Michigan, where he called rising gas prices a temporary blip as the war in Iran on disrupts the global energy market. And while the national average for a gallon of gas approached $4 this week, prices are much higher in California as Gavin Newsom's anti-fossil fuel policies make the state more dependent on foreign oil. We're back with our panel. So Allysia, you're an expert on the California gas prices and energy policy. How much more do Californians pay per gallon than the national average and why?

Well, they pay about 1.80 more per gallon than the national average. And that's up about from about 90 cents when Governor Gavin Newsom entered office. And the reason is because of the gas tax, or gas tax hikes, California, or state's Cap-and-Trade program, low carbon fuel standards, limitations on drilling. This has actually forced many refineries to shut down in recent years 'cause they are just not profitable. Drilling in the state has fallen by about 40% under Gavin Newsom, and as a result, we're having to import more fuel, both gasoline and crude from abroad. And some of that is actually coming from the Middle East. And as a result, you're actually seeing higher or bigger price spikes in California as a result of the conflict in Iran and the choke points in the Strait of Hormuz than you are in the rest of the country.

And that could pose a national security risk if, for example, for the military bases in California, if some of those refineries close and foreign oil is disrupted. Is that fair?

That's right. There are actually about 50 military installations on the west coast that rely on California refineries, or have in the past. If you get some kind of cyber or drone attack on one of the refineries, you're gonna see supply shortages, and as a result increased imports. But they may not be able to get to the state in time if there's actually a conflict, you need more fuel.

All right, Kim, so Chris Wright, the Energy Secretary, actually used the Defense Production Act to try to restore production on one oil pipeline in California. And yet, Governor Newsom opposes that. What did Wright do and how much would it help?

Yeah, it's great to see this, Paul. It's totally overdue because somebody has to care about California's important to national security. This is a state that loves to brag. It's the biggest economy in the country and throw its weight around to try to put new rules in to force everybody else in the country to do what it wants. But it goes the opposite direction too, because it is such a big economy and because of its strategic importance, what California does can really affect national security. So Chris Wright has ordered Sable to open up, this is an offshore facility. There had been a leak in a pipeline bringing the crude back to California, Sable bought it, fixed the pipeline. But California has refused to allow that pipeline to run again since 2015. So there are stocks sitting there that haven't been able to get in and Wright went in, said for national security reasons, we need access to this oil in order it to go, Sables doing that, it's gonna start selling. They have more than 500,000 barrels of oil. It's gonna start putting that on the market. But we need to be taking a closer look at some other California projects, which really are putting those 50 military installations at risk.

Bill, let's talk about $4 gas nationwide. I mean, there's no question the Iran war's played a big role in pushing that up. How big a political threat is that to the president and Republicans?

It could be a big threat if it's sustained, but if as a president and White House seems to believe it's gonna be temporary And the markets will adjust, I don't think it's a threat at all. Really, it's a scapegoat right now. The best way to think, I was born in California, in fact at one of those military bases, Camp Pendleton, and now I live in New Jersey. What I've come to realize, best way for people to think of California, it's New Jersey without the palm trees, the good weather and the good food. But we have all the bad things that California, it's just an anti-growth state that limits it at every point. And governors like Newsom and the politicians never wanna talk about all the policies that hinder growth and hinder things for the middle class.

Allysia, the president has released oil from the strategic petroleum reserve. That's gonna help some for sure. But what else can he do?

Well, that will probably take a couple weeks to hit the market. He has also waived the Jones Act, which would allow oil that is being produced and refined on the Gulf Coast to more easily get to the east coast and west coast that are more dependent on foreign oil. Now I think the things that he could, the other possibilities are to basically bring in allies to help into control the Strait of Hormuz. I mean, that ultimately needs to be the end goal until we get some kind of stability there and ease those joint points, or choke points, that you're not really gonna see, or gasoline and oil prices fall below 100$ a barrel.
