Journal Editorial Report: Paul Gigot interviews Columnist Holman Jenkins.

WSJ Opinion: Calls for an AI Slowdown

Welcome to the Journal Editorial Report. I'm Paul Gigot. Calls for an AI slowdown grew louder this week amid warnings from industry insiders that the technology is advancing faster than companies can control it. The leaders of some of the nation's top AI labs, including Anthropic's Dario Amodei, OpenAI Sam Altman, and SpaceX AI's Elon Musk are calling for slowing the pace of advanced AI development. Here's Anthropic's Amodei on Sunday.

I won't lie to you. There are real dangers. And I think for too long, the industry lied to people about the fact that this technology had risk. I don't think I fully just appreciated what it would actually be like when the progress was as fast as it was. It doesn't mean we need to shut it all down. What I would say it's a warning sign. It's a warning sign that we need to slow down.

Joining now is Wall Street Journal Business World columnist Holman Jenkins. Holman, thanks for doing this. So first of all, just at the level of real risk, how worried should we be about these warnings from the AI CEOs?

Well, the warnings are real. It really started back in April when Amodei's company withheld its mythos model from the market because it was going to put a powerful weapon into the hands of the world's computer hackers. And that's the problem they're dealing with. These models have amazing capabilities and you can't just put them out there because otherwise people will do things with them. They're very anti-social, not just cyber attacks and shakedowns, but you could make bio-weapons with them. So there is going to be a big battle in the coming years over how much of these capabilities can be put in the hands of the public and how much is going to be restricted to government national security agencies and the like.

Well, so the argument, the response that a lot of people have had here to the company's warnings is, "Hey, you guys can slow down the pace of development anytime you want. Nobody is stopping you. Go right ahead." And maybe you're calling for the slowdown because you want protection from product liability if something goes wrong. What do you think of that response?

The latter part, I can understand if they have that fear because if these products do get into the hands of abusers or foreign terrorists or that sort of thing, there could be real consequences. There's also the risk of these agents just going off on their own and doing unprogrammed, antisocial things that we do not anticipate just because of the reward structure we set up for them. So I think the companies are not gonna roll out products they can't control because that's the way to ruin your business. They're not going to slow down the lab because they need to know what these capabilities are and they need to stay ahead of their competitors. And most of all, they need to stay ahead of the Chinese competitors or putting their own models out in the market without any controls whatsoever.

Well, so I think that at least the implication here from some of these CEOs is that we won't want the government to intervene here so that all of us will slow down together. Because if I slow down independently at Anthropic, then somebody else, Sam Altman, OpenAI will get the edge. Is that the proper role for government here?

I think government does have a role, but that's because of the national security interests that are involved in this. I think the companies are simply trying to manage their public and political relations. Plus if you can afford yourself some federal tolerance for collusion, well, why not do that? Any industry might want that. They might want to work with their competitors to control the rate at which competition develops and the rate at which new products come out. And that doesn't mean there aren't a serious security and safety risk here, but sure, that's a power that most businesses don't have and the AI people would love to have it.

But is it good for the country to have the government step in in that kind of role here because inevitably you're going to slow innovation?

Yeah, no, I think you don't have to worry so much about innovation being slow. You have to worry about some of these products getting out of control of the labs before they know exactly what they've got. And the government does have a role because the government is the first customer for these things, especially the cyber war things. The government is already using these tools which are not available to businesses in the private sector. Government's already using these tools to keep after China, to know what China is doing and also to deter Chinese cyber threats.

So do you put the government in charge in a role that says we get to approve any new models that you roll out? We get to see, look at them first, see what dangers are there and then say yes or no?

Yeah, I think that's where we're headed. I'm not sure it's the ideal solution, but the Trump administration has already set up a voluntary system where it has 30 days to look at new models. It's already used export controls to stop Anthropic, for instance, from releasing a model widely, although it has relaxed that. And there's this thing called the Defense Production Act, which from the Cold War gives the government strong, far-reaching powers over industries that are important for national defense. And that's going to be employed here at some point, I feel certain of it.

All right. And then there's the Chinese problem. President's meeting, President of the United States is meeting with Xi Jinping, the Chinese president this coming week. Should he ask Xi to set up some kind of mutual working group to try to get cooperation on AI development labs and a sort of arms control process for AI?

Well, it certainly would be useful to talk to the Chinese so we know what they're thinking and what their capabilities are and what their intentions might be. Deterrence is gonna have to carry the weight here. You're not gonna be able to trust them any more than you were able to trust the Soviets back in the day, but still there were some arms control agreements that help provide more security. The red line, the hotline in case of a nuclear crisis is something you really want in the case of some kind of runaway AI Chernobyl where some dangerous agent gets out of a lab and starts doing things that need to be shut down quickly.
