Just How Long Will the U.S. Run Venezuela?

Step one is the stabilization of the country. We don't want it descending into chaos. The second phase will be a phase that we call recovery, and that is ensuring that American, Western, and other companies have access to the Venezuela market a way that's fair. And then the third phase, of course, will be one of transition. Some of this will overlap. I've described this to them in great detail. We'll have more detail in the days to follow, but we feel like we're moving forward here in a very positive way.

That was Secretary of State Marco Rubio Wednesday after briefing lawmakers on Capitol Hill about the administration's three-phase plan for Venezuela. It's a process that President Trump says could take years, telling "The New York Times" this week that only time will tell how long the US will need to be involved in running the country. For more, I'm joined by former "Wall Street Journal" columnist and editor Dan Henninger and Mary Anastasia O'Grady, our longtime columnist on Latin America, who has covered Venezuela for years. So Mary, a week later, how does the intervention look now? Is it a success so far?

I'm skeptical, Paul, about a lot of things, but that line that Trump says, "This will take a lot of time," is obviously music to the ears of the regime. They want to buy time. That's exactly what they're interested in. And they claim that the regime under Delcy Rodriguez, who's the new dictator, is cooperating. But two days after Maduro was captured, she elevated a guy called González López, who was the head of the secret police for most of the last decade, to one of the highest levels in the military. He's also a very good, closely aligned with Diosdado Cabello who's another one of the ring leaders of this really brutal regime. This guy, González López, has been accused by human rights groups of forced disappearances, arbitrary detentions, all kinds of human rights violations. And now he's at the top of the military structure. So it's a little bit disconcerting to hear the president saying that we're running Venezuela right now when the same old guys are in charge minus Maduro.

But do you give any credit for the decision, announcement, that they're going to be releasing some political prisoners? We don't know how many, but what do you think of that?

Well, I'll feel a lot better when I see it actually happen, because this is one of the games that the Cubans have played for many years, where they release some and then they arrest more. Just because you're released doesn't really mean you're free. You could have a Damocles sword over your head saying, "Okay, open your mouth again and you're going back in." They could release only part of them. They could release them and keep their cases open. They have to be released and given the privilege of free speech and organizing in public. And if they do those two things, the regime won't last. So it'll be a real showdown between the Trump administration saying that we're running things and we're ensuring that the Venezuelan people have their civil rights, and the regime which wants to stay in power and doesn't want to allow that to happen.

So Dan, Rubio stipulates some other terms here for a measure of cooperation: one, get rid of the Cubans, get rid of the Russians, get rid of the Chinese, get rid of the Iranians. That's important for US security interests. The next, also take all of your refugees back, and including people that we deport. And yet what's the leverage the administration has now over the regime, which as Mary says is still in power, to make that happen?

Well, the leverage, I guess, is that, as Trump put it, we have a stranglehold on the Venezuelan economy. We're now going to, as he says, take control of the oil industry. It remains to be seen whether this oil actually does get moved out of Venezuela. They're continuing to capture oil tankers outside of Venezuela. So yeah, they're probably having an effect on the revenue streams that Venezuela has. They've gotta be aware of that. Trump announced as well that he was holding off on the second wave of attacks.

Canceling them-

Canceling those second wave of attacks. If one tries to hypothesize what that could be, it probably would've been an Israeli-type attack on the homes or the military barracks that the interior and defense ministers are running. There's always that threat. Beyond that, though, I think Mary raises a good point about just how long the pressure and leverage that we have can be impressed upon the regime in place, or whether over time it is simply going to become a fait accompli that Delcy, González, and the other, the rest of them, are still running the country. And how much interest are we gonna sustain in forcing them to change? I think that was really one of the big questions that remains to be seen.

The question is, I mean, the separation here, Mary, between these kind of security interest questions and whether or not the regime leaves power and you get a Democratic transition, Rubio hints that there will be such a transition. But what do you make of the president's criticism of María Corina Machado, the opposition leader?

Well, I want to give the president a little space on that. I mean, I think what he meant to say, because he's very imprecise with his language, but, you know, the military structure that is in place there right now would not support her. So in order to put her into the country and let either her or Edmundo González or new elections decide who should be the leader, they have to have a new military structure. And so unless we're gonna occupy Venezuela, the question is how does the existing structure move out of the way? I mean, you have like a thousand generals who are all recipients of the pillaging of the oil company. They don't have any incentive to move out of the way unless someone, you know, sends them a Soleimani-like telegram or something, you know? I mean, unless there's some kind of violence against them. So it's unclear to me how Marco Rubio thinks this is gonna happen, unless the oil embargo works. And that is still an open question.
