The Gerrymander Wars Come to Virginia

Voters in Virginia are set to head to the polls Tuesday in a closely watched special election to decide whether to amend the state constitution to allow temporary mid-decade redistricting. The Democratic-led push aims to redraw the Commonwealth's congressional maps to potentially increase the party seats from the current 6-5 split to a 10-1 advantage. And although she once called gerrymandering detrimental to our democracy, Governor Abigail Spanberger has thrown her support behind the effort. Part of a broader move to the Left since taking office in January. Here's former Republican Governor Glenn Youngkin who is campaigning against the new map.

She has rated the lowest in popularity for a Virginia governor in modern history. And this is why. Virginians feel like they've been lied to. She came out on the campaign trail and said she had no plans to redistrict Virginia. And then the very first piece of legislation she signed is to gerrymander the state.

All right, Kyle. Tell us about this gerrymandering decision. It's in the wake, of course, of the Republicans in Texas trying gerrymandering mid-decade to try to add seats. But Virginia isn't California and it's a swing state. And yet she went ahead and did it anyway.

Right, I think the goal is to make sure Democrats can take the house in November. I mean, a 10 to 1 map in Virginia, which again, is not California, is not Texas. I think that is partially responsible to the voter reaction against Spanberger since she took office. This is a state where in 2020, Virginia voters said, "We don't like gerrymandering. We're gonna hand this process of making new maps off to a bipartisan commission." And then the first opportunity they get here, Democrats say, "We're gonna tilt it anyway." And so, I think that voters dislike gerrymandering, but particularly in a purple state, 10 to 1 is simply is not reflective of where the politics in the state of Virginia is.

You know, Rahm Emanuel this weekend said that the former mayor of Chicago's noted on the record that after Spanberger in a purple state, swing state, did introduce the gerrymandering, her popularity fell something like 10 points. Whereas in California, which is run by Democrats and the swing, and this Left wing state, Newsom did it. His popularity popped up. So the point was, you separated Democrats from Independents in a state like Virginia, Democrats suffer.

Yeah, no. I used to live in Virginia, Paul, for a long time, and it is not California, all right? And that's why you're seeing all the polls about this ballot initiative that they're gonna vote on. They're very, very tight. Still a possibility that it might lose. Here's the other thing that I think is hurting that initiative too, is all of Abigail Spanberger's other acts. She did run as a moderate, and she has come in though. She's raising taxes. She's giving new perks to public sector unions. She's rejoining climate initiatives. She just signed a whole raft of anti-gun laws. And then this redistrict thing too, I think that's got Virginians very on edge. And if this initiative does end up going down, it will be in part because Virginia's felt like they were being sold a bill of goods as a governor who ran as a moderate and has come in governing like Gavin Newsom.

Yeah, Alicia, tell us about the specific some, a couple of the specific tax issues, and particularly this issue of collective bargaining for government unions. She has the legislature passed it and she signed it.

Right. So, she is saying that, "Well, I did not raise taxes," which is not true. She did sign or she did support a paid family leave program, which will require new payroll tax of 0.7%, which is actually pretty hefty. And then you can expect that to go up and as it has in other states that have enacted these paid family leave programs as they make their programs more generous. Now, she also entered or rejoined this regional greenhouse gas initiative, which is essentially a cap in tax program that requires power plants, fossil fuel plants, coal and natural gas to pay for CO2 emissions. Now, that's expected to raise household costs by about $500 a year.

Electricity cost.

Electricity costs. Right. And now, you mentioned the collective bargaining. That is gonna blow open the door to all kinds of bigger wages and benefits for government unions as you have seen in California, New York, Illinois, New Jersey, that have very high taxes. And the reason why they have high taxes is increase this kind of tax and spending ratchet where you, they have to raise taxes in order to pay for all these programs that the government union support and for the retirement benefits.

Because unlike private unions, Kyle, where there's a management on one side, labor on the other, and they fight it out, you basically have in government unions, the politicians who are supported by the unions on one side of the table and the unions on the other. The unions are really on both sides of the table, negotiating their own benefits with the politicians who support them and they support them in turn.

Right. The unions have campaign donations that largely go to Democrats. They also provide organizing boots on the ground for these rallies and so forth. And then, the politicians get elected and they get into office, and they get into contract negotiations with the unions that supported them. It's been part of the ratchet, the spiral maybe is another analogy in a lot of these blue states. Illinois, California, New York. Great reforms in Wisconsin, for example. Trying to break that spiral. It looks like we're not gonna see anything like that in Virginia here in the near term.

Yeah, the real story here, I think, is that Spanberger ran as a moderate, but her legislature did not. And there she's basically deferring to the legislature on all kinds of issues to a very progressive legislature. And so, that's going to attain her governorship.
