Pardon vs. Armada: How Trump Picks Winners and Losers in Latin America

Narrator: Two presidents, Nicolas Maduro of Venezuela and Juan Orlando Hernandez of Honduras, both accused of stealing elections, both indicted on narco trafficking charges, but only one pardoned by President Trump.

Can you explain more about why you would pardon a notorious drug trafficker?

Well, I don't know who you're talking about.

Narrator: Trump granted Hernandez a pardon, while Maduro faces an armada, and an all out effort to oust him.

It seems enormously hypocritical what Trump is doing in these two cases.

Narrator: So why did Trump let one leader off the hook? The answer, analysts say, is at the heart of his foreign policy.

Narrator: Before he was in handcuffs, Juan Orlando Hernandez led Honduras for two terms as president, but federal prosecutors say he built his rise from local congressmen to the presidential palace on drug money. Hernandez was convicted in 2024 of what prosecutors called one of the biggest and most violent narco trafficking conspiracies in the world, protecting drug routes in exchange for millions. In total, prosecutors said, he helped flood the US with more than 400 tons of cocaine.

Hernandez had been sentenced last year to 45 years in prison for allowing tons of cocaine to flow through his country into the United States, while giving top drug traffickers state protection. He basically turned his country, one of the poorest countries in the western hemisphere, into a narco state.

Narrator: He allegedly even boasted they were going to stuff cocaine up the gringo's noses. Prosecutors also won convictions against his younger brother Tony, a former lawmaker, his national police chief, and his cousin, also a high ranking national police official. Exactly the sort of narco cabal that Trump officials accused Venezuela's President Nicolas Maduro of leading.

Hernandez's treatment differs totally from what Donald Trump is trying to do with Venezuela's president, Nicolas Maduro, who was indicted in 2020 by the United States for roughly the same sort of crimes that Hernandez was convicted of. He is a dictator in all but name. He is accused of stealing two elections, and supposedly leading a very loose knit group of corrupt generals, and senior officials, at protecting cocaine shipments.

Narrator: It's not the first time Trump has rescued Hernandez.

Narrator: In 2017, Hernandez like Maduro faced allegations of election fraud as he sought a second term. Independent election monitors found irregularities with the tallying, calling for a new vote. But Trump, then in his first term, recognized Hernandez as the winner anyway. Now he's arguing the criminal case against Hernandez was a setup.

They had some drugs being sold in their country and because he was the president, they went after him. That was a Biden horrible witch hunt, which was, you know, a lot of people in Honduras asked me to do that.

The pardon was a bombshell in Honduras. No one was expecting it.

Narrator: Hernandez was arrested just days after leaving office in 2022 when Joe Biden was president, but the prosecution against him and his family was in full gear during Trump's first term with Emil Bovie, later Trump's personal lawyer and senior justice department attorney, leading the case against Tony Hernandez. Still Trump granted the pardon after an all out campaign by the family, including this four-page letter from Hernandez himself.

That letter had been circulated in Washington among Trump's inner circle. It basically hit all the right spots if you wanna get a pardon from Trump. It basically praised him, it flattered him. It said that Juan Orlando had drawn strength from studying Trump and seeing how Trump had been a victim of lawfare.

Narrator: Trump's longtime friend, Roger Stone, who had been pushing Hernandez's case for months, urged the president to issue a well-timed pardon ahead of Honduran elections on November 30th.

Roger: I was delighted about three hours after I sent a copy of this letter to President Trump to read on Truth Social that he had announced the full and unconditional pardon.

Narrator: Two days later, Hondurans voted. Analysts say Trump's pardon announcement may have helped Hernandez's Partido Nationale clean up its image, still tainted by his conviction, especially because it came with a direct warning.
