WSJ Trade Reporter on Why Trump’s Tariff Tactics Are So Unpredictable

President Trump's trade policy has been, in a word, erratic. Since April 2nd, we've seen him announce a tariff delay and then extend it. He's announced a Vietnam deal and then not released any documents. He has, at times, contradicted his staff, saying that he doesn't want deals when his staff does want deals.

Am I right when I say I really don't want deals, I just want the paper to get sent?

And the thesis from Trump's allies is that this is all by design.

In a few moments, I will sign a historic executive order, instituting reciprocal tariffs on countries throughout the world.

And remember Trump on April 2nd imposed these reciprocal tariffs and then a few days later, he put them on pause unexpectedly for 90 days. He set the July 9th deadline when those tariffs were supposed to come off. And then, of course, a day before said, "We're going to kick the can down the road three more weeks." Later that week, he was asked, "President Trump, why did you extend the tariffs?" And he said...

It's always been August 1st. That's why we're paying it. A statement was put out today, and I put it out just to make it clear, it wasn't a change, it was August 1st.

Their messaging on whether they actually want deals is pretty all over the place as well.

You know, we've seen lots of deals that have been finalized by our negotiators and then the president finds things that could make them better.

You know, the deals are already made. The letters are the deals. The deals are made. There are no deals to make. They would like to do a different kind of a deal, and we're always open to talk.

So Trump has multiple times said, you know, "I don't want deals. Well, actually, the letter is the deal." The letter being these missives that he posts up on Truth Social saying that, you know, "Beginning on August 1st, this country is going to pay this tariff rate." And then later in the letter says, "But, you know, we can keep talking, and if you treat the US better, then maybe we'll think about some adjustments to that tariff rate." Just remember, trade deals, even narrow ones like these, usually take months to years to negotiate, and they're trying to speed run all of this into just a few months. So the desire to cram all of this through in the, you know, beginning months of the administration to kinda set your marker and set the terms of the debate, it is certainly helping him to push forward negotiations and get more from other nations than he might have otherwise, but it also could be his whole trade agenda's undoing.
