Does Florida Have an Affordability Problem? We Asked Sen. Rick Scott

I'm here in Washington, D.C. because I recently wrote a story about how working class and middle class Floridians are leaving the state due to rising costs. And that's happening while an influx of wealthy people is helping drive up home prices in the state. While the arrival of more wealth has been a boon for the state in many ways, the exodus of middle class people is a problem because Florida's economy relies on continued population growth and real estate development. The story received over 1,000 comments from our readers, including Florida Senator Rick Scott who said, "This is bad for business and bad for everyone." We're here at Senator Rick Scott's office to ask him about some of these reader concerns, and whether he thinks Florida has an affordability problem. I first met Rick Scott when he had just won the governorship in Florida. How do you do that? How do you keep the level of funding that you need for schools if you're removing a part of their revenue stream?

So as you know, census data show that net migration of people to Florida from other states has slowed significantly in recent years. So our first reader, David, said he's worried about rising costs in the state and that it will lead to a significant flight of the middle class and workers under 40 years old. How can Florida's economy diversify and remain dynamic if you have this continued exodus of people in their prime working years?

Well, you can't, and so you have to think about it two ways. Number one, from a business standpoint, because that's where the jobs are created. You've gotta say, "Okay, how can Florida become the state that everybody wants to do business?" Lower taxes, lower fees, you know, a well-educated workforce, a regulatory environment that makes sense, but it's not too much because they're competing. That's number one. Number two, from a workers' standpoint, I think about all their costs. So housing costs, you know, rent or if you're gonna buy a house, insurance costs. Florida has to say how do we drive those costs down as much as you can, right? You do wanna have regulations and things like that that make sense, but you don't wanna, you know, drive up costs where, you know, people can't live there. So you've gotta do both of those 'cause if you don't, then here's who's gonna live there, the rich.

Florida has also long been known as a place where teachers and nurses and blue collar workers could move and find an affordable place to live. Is that still possible in florida?

It's harder. It's harder. So if you think about it, part of the cost of housing, some of it, you know, there's actually not much a federal government can do on it, right? They have an impact on interest rates, right? But it's really mostly local, some state. So you can't say, "Oh no, I only want, you know, expensive homes in my neighborhood." I mean, then nobody's gonna be able to afford to live there.

So Richard, another reader, said that the character of migration into Florida has changed from what he called mass market to premium. The result is that middle income households are getting squeezed out and that the state's economy is now geared toward higher income households. What are the implications of having an economy that is increasingly skewed toward the wealthy?

I think that is happening, okay? If you look at Naples, if you look at Palm Beach, even some of the areas in Miami, the higher end's doing fine, rich people are doing fine, right? And the poor and middle class are having a hard time. So this can't go on.

You said that Florida needs to get back on track and start focusing on jobs again. In what ways has the state gotten off track?

So I think, and the things that... I can talk about what I've done. I think a real focus on how you solve employers' problems because if you don't, then they're not gonna expand in your state. How do you go after companies like Embraer to expand, or Northrop Grumman or Lockheed Martin? You gotta recruit companies. You gotta talk to them. You gotta reduce every tax and fee you can. You can't have regulation that doesn't make sense, and it's not just at the state level, it's at the local level and the federal government's part of it.

Do you feel that the current governor, DeSantis, is not doing enough of this? Do you believe any of his policies or actions are contributing to this getting off track?

Well, you know, I never wanna criticize somebody else because, you know, when you're in the role, there's a lot of fires you put out every day and things like that, so you gotta focus on what's important at the time. But what you do know is what works. And so if we want our state to be the state where every kid has a chance to stay in their hometown and do well, then you know what you have to do. You have to have the best education system. You've got to recruit the companies. You gotta be talking to the companies. You've gotta make sure every city is safe.

Several readers complained about soaring home insurance rates, which, as you know, is a very big deal in Florida. One reader said that insurance is the single biggest expense that they incur. There have been critics in the past who have said that your own policies as governor made it easier for insurers to raise premiums. Have elected officials done enough to try to bring down those insurance costs? And what else do you think needs to be done?

Well, I think what if you're elected, what you have to say to yourself is if they haven't come down enough, I mean, there has to be a market that works, but if they haven't come in enough, there's always more you should do. So when I was governor, what you have to do every year is you have to crack down on the fraud because what happens is the trial bar, and they're trying to, you know, make money, right? They're trying to say, "We wanna expand what's covered." Not thinking about the fact, well, that's okay, then that means the premium has to go up 'cause all that insurance is is sharing a cost, right? The real market actually works. Government is usually one that messes it up.
