WSJ Trade Reporter Explains Canada’s Reagan Ad That Angered Trump

Ronald Reagan: When someone says, "Let's impose tariffs on foreign imports," it looks like they're doing the patriotic thing by protecting American products and jobs. And sometimes, for a short while, it works, but only for a short time.

This is an ad from the Canadian Province of Ontario, the most populous province in the country, quoting former president Ronald Reagan at length, extolling the perils of protectionism and tariffs. The Reagan Foundation on Thursday issued a statement saying, "The ad misrepresented the former president's comments." But a closer look at those remarks doesn't appear to bear that out. While the ad did not reproduce Reagan's 1987 radio address in its entirety, it hued pretty closely to the former president's words.

Over the long run, such trade barriers hurt every American worker and consumer, but the Japanese semiconductors were a special case.

The US accused Japan of dumping semiconductors on the US market, basically pricing them artificially low to gain market share in the US. So because the US was upset with that, President Reagan said, we're going to put a big, a 100% tariff on these semiconductors. But the whole point of this radio address was to say that while he's doing this in a specific case, he generally does not like tariffs. He's generally a free trader, and in most cases, tariffs are a bad policy decision. His administration supported the general agreement on tariffs and trade. It participated in free trade discussions that would eventually create the World Trade Organization. And while it did take some moves to put tariffs on certain products, as Reagan was talking about in this address, by and large, it was a very free trading administration. Reagan was a free trader, perhaps one of the most notorious or famous, depending on how you look on it, free traders in US history. Trump put out a Truth Social post late last night calling the ad "fake" and saying that he would cut off all trade discussions with Canada because of the ad. In response, Ontario Premier Doug Ford said he would pause the ad campaign effective Monday in hopes that trade talks with the US could resume. This comes at a very sensitive time in the US-Canada relationship. The two sides have been talking about maybe coming to a deal to reduce some of the tariffs that the US has put on Canadian steel and especially aluminum. Perhaps more importantly, there is an entire review of the US-Mexico-Canada free trade agreement that comes up statutorily next year. The US, Canada, and Mexico have to completely review this monumentous trade deal, and that was set to be a very high stakes negotiation no matter what. Now this just injects more tension into those talks.
