How TikTok Serves War Videos to Some of Its Youngest Users

Alex: Welcome to "Tech News Briefing." It's Friday, December, 22nd. I'm Alex Ossola for the "Wall Street Journal." Many young people increasingly get their news from TikTok. Just pausing on videos about the Israel-Hamas War leads TikTok's algorithm to start serving up more war-related content, and that content can be intense, polarizing, or hard to verify. A recent experiment conducted by "The Wall Street Journal" found that videos of war can be served to some of the platform's youngest users. "WSJ" Technology Reporter, Sam Schechner, joins us now with more. Sam, what was the background for this story? Why did "WSJ" decide to conduct this experiment?

Sam: Shortly after the war broke out, after the Hamas attacks on October 7th, and Israel's response, we were just watching how this conflict was playing out on social media on a lot of platforms, but, you know, with particular interest in TikTok, it was very visceral. There was a lot going on, and this is a place where young people, we all know, are going, and it's also kind of a black box. Everybody's "For You" feed is adapted to what they watch, and so, it's hard to know at scale what people are seeing. And so, we decided we wanted to take a little peek under the hood and see if we could figure out what war looks like to somebody who's 13 and picks up their phone and is a little curious.

Alex: Walk me through the experiment. What did it involve?

Sam: We had little kind of computing boxes set up by my colleague, Rob Barry, that imitated phones and were able to run the TikTok app and then we're capturing the videos that are being served by the app to those phones. And each of those phones was signed up with an account that we registered as being a 13-year-old. We had eight of these accounts that we were using in this experiment, and they would be proposed videos like in a user, and either you linger on the video and you watch it, and then TikTok learns that's something you're interested in or you don't. And so, we programmed these bots to linger on anything that had to do with general news, and then also keywords specific to the war, both general ones and ones that would be, you know, pro-Israel or pro-Palestinian. And they recorded thousands of videos that me and also my colleague, Georgia Wells, had to go through manually and review.

Alex: Thinking about the videos themselves, how trustworthy were these videos that the algorithm surfaced on the feed?

Sam: I looked at thousands of videos and we ended up tagging more than 4,800 videos that were related to the conflict and various other categories within that. And I love fact-checking as much as the next journalist. We did not go through, and the point of this experiment was not to like, verify the veracity of 4,800 videos. Some of them came from media sources where you could have a fair amount of confidence. Others are from influencers. They're picking up one thing that was posted somewhere else and we saw videos where, you know, well actually the photo that the person is commenting on, maybe they didn't know it or maybe they did, was altered.

Alex: Was the platform flagging any of these kinds of inaccurate or misleading videos in any way?

Sam: Yes, some of the videos that our bots were served were later tagged or flagged or put behind warnings for various issues. Sometimes it would be, "It's not appropriate for sensitive viewers." The fact is that these were videos that the platform did serve to accounts that it believed were 13 year olds. After the fact, once they were flagged, they wouldn't have been in some cases, in anyone's "For You" feed, or they wouldn't have been accessible at all, to say, somebody under 18. We had saw examples of those. And so, that did happen to videos that we were first served. And content moderation obviously doesn't move as fast as armed conflict.

Alex: What was TikTok's response to this?

Sam: A spokeswoman for TikTok told us that our experiment quote in no way reflects the behaviors or experiences of real teens on TikTok. And they pointed out that people like and share and search for content and they favorite videos. And so, they said that from that point of view, they don't think that this is a representative example of the experience of a teen. They also pointed to how they have removed millions of pieces of content for say, shocking and graphic content or associated with violent and hateful organizations and individuals since the conflict began.

Alex: This isn't the first war that's taken place since TikTok has been around. So, what's different about the way the Israel-Hamas war is being depicted on TikTok?

Sam: All wars are unique. In this case, the war has become extremely politicized and it leads to content that is very polarized and in many cases intended to be polarizing. In the western world, there was less ambiguity, for instance, about taking sides in Russia's invasion of Ukraine.

Alex: What does this experiment tell us about the kinds of news people consume on TikTok and specifically the experiences that some young people are having on it?

Sam: We know that a growing number of kids get their news from TikTok. The bots provide a glimpse of the kinds of content that young users might encounter on the app, and they also offer a kind of test of the guardrails that TikTok sets for what videos it will show them and in what volume, how much of a certain type of content it's willing to show its youngest viewers. To be clear, this isn't real teens experiences of what's on TikTok, so it doesn't necessarily tell us, you know, exactly what your 13 year old is gonna see 'cause you know, your 13 year old probably is lingering on, I don't know, a Justin Bieber video or maybe I'm showing my age there, somebody younger than that. And in that case, they would see something a little different. But what it shows is how much unfiltered content is making it through even to the youngest viewers. We didn't see a lot of videos with like the most explicit gore and violence, but there was a lot of description of it. It's tough stuff to watch. You know, I'm an adult and I watched hours of it and it didn't make me feel good. For kids, it's a lot. You know, I think the volume really does matter and it's a feature of the platform.
