The U.K. Must Cut Welfare to Fund Defense Spending

I'm announcing today a six-month Department of War review that will examine America's forced posture and basing in Europe, up to six months, could be less. Let's call it the NATO 3.0 review.

Just days before Pete Hegseth's latest wake-up call to Europe, Royal Marine commandos and National Crime Agency officers intercepted, then boarded a 244-meter-long oil tanker, Smyrtos, in the English Channel. The Ministry of Defense says that the vessel was part of the Russian shadow fleet.

Over 700 vessels are used to move around 40% of Russian oil, but we know who suffers from the shadow fleet. Sanctioned oil is bankrolling Putin's brutal war in Ukraine.

Dan Jarvis praised the professionalism of the operation in his first speech as the UK's new Defense secretary, perhaps in part as a way to demonstrate that the governing Labor Party is taking deterrence seriously.

The UK will stand with Ukraine for as long as it takes.

A week earlier, Mr. Jarvis' predecessor, John Healey, and the Parliamentary undersecretary for the Armed Forces, Al Carns, resigned amid what's clearly becoming a defense spending crisis.

At this dangerous time, I see the current defense investment plans falling well short of what is required. A rise of 0.08% from next year to 2030, no date for reaching 3%, no path to 3.5%.

US undersecretary of Defense for Policy, Elbridge Colby, shared Mr. Healey's resignation letter on X, praising Britain's proud military history, but going on to say, "There is again a great need for more British military strength in this critical time. We urge the UK to meet that need with urgency, scale, and determination." European leaders, including NATO secretary general, Mark Rutte, German Chancellor Friedrich Merz, and the UK's chief of Defense Staff, Richard Knighton, sounded the alarm last year.

NATO's own defenses can hold for now. But with its economy dedicated to war, Russia could be ready to use military force against NATO within five years.

Europe has for years faced cyberattacks, disinformation campaigns, and acts of sabotage and disruption, but the frequency and severity of these attacks is unprecedented. Recently, we have experienced also repeated drone incursions into EU airspace and the crash of Russian drone carrying explosives into a residential building in Romania.

Article 5 of the North Atlantic Treaty states "That an armed attack against one NATO member shall be considered an attack against them all." And while more than half of member nations are onboard for a core defense spending target of 3% by 2030, increasing to 3.5% by 2035, the UK would need to either raise taxes or make serious cuts to welfare spending in order to meet that objective, even if the Labor Party won't admit it.

Not all needs to be done by cutbacks elsewhere. There are credible ways of meeting the midterm funding challenges, working multinationally, and as other nations in Europe are doing.

That could allow us to protect the ability to deliver our Labor missions across government.

"If Mr. Healey's remark is a nod to further debt, that's something the UK cannot afford," says opposition leader Kemi Badenoch. Going on to say, "We're already spending more on the interest on debt than we're spending on the actual defense."

The solution is to cut the bloated welfare state to fund defense.

Setting out her party's plan to get Britain war-ready, Ms. Badenoch explained that the problem facing the government is that, despite the Labor Party's huge Parliamentary majority, there is no majority within the Labor Party for serious welfare reductions.

That is why I am offering 115 concerted votes in Parliament for welfare reforms. 116 if you count my own as well. Ms. Badenoch detailed two areas where savings could be made immediately: child benefit.

So we have promised to restore the two-child benefit cap in full and use that money to fund a bigger army, 6,000 more regular troops, 14,000 more reserves.

And climate initiatives.

We have promised to reallocate money from Ed Miliband's net zero projects to create a sovereign defense fund of up to 50 billion pounds.

As mentioned previously, piling more pressure on NATO members not pulling their weight is its biggest member, the US, with Pete Hegseth's announcement of a six-month review of American forces in Europe.

You will still find allies holding back a little bit and needing to do more, and I think what he tried to do today is to keep the pressure on. And I think that's good.
