Defense Secretary Pete Hegseth heralded plans to cut the number of spots reserved for admirals and generals across the board by 20 percent.

Hegseth Touts Cuts to Senior Pentagon Positions

One year ago today, I stood right here on this very stage and addressed generals and admirals and sergeants major. Now, the hyperventilating media thought it might be an impromptu PT test, maybe it should have been. Instead, the speech was a declaration of independence for the War Department, marking a clean break from the Defense Department of old. The speech reestablished a singular mission for this department, war fighting, preparing to fight and preparing to win, unrelenting, unapologetic, and uncompromising in that single pursuit. Now, I think the generals heard the message. Those who responded positively, which is most of them, are leading newly focused and newly empowered and disciplined formations. Those generals who did not, who clung to the War Department or seemed to think civilian control of the military is simply a suggestion, well, they no longer work here. You see, the number crunchers say we've fired 10% of the generals and admirals across the force, and that number sounds about right. And I know because I directed it that we've also reduced the overall number of general officer slots by an additional 10%. So yes, 20% reduction across the board. Now, the media calls that a purge. I call it accountability and long overdue.

The Pentagon will partner with Louisiana State University, Liberty University, Tuskegee University, Mississippi State University and Hillsdale College to help recruit people for the military, Defense Secretary Pete Hegseth said.

Pentagon Will Partner With Five Campuses to Create New Corps of Cadets

From the Ivy Leagues to most liberal arts colleges, our colleges and universities have become anti-American DEI worshiping woke factories. Qualities like grit and courage replaced with political correctness and social justice. God and country traded for Che Guevara in critical theory. What do we need? We need students of Western civilization and the pillars of our republic. Leaders who understand the faith of Jerusalem, the philosophy of Athens, the power of Rome, and the freedom of Philadelphia, circa 1776. Officers of the republic proud of our country, proud of our heritage and proud of our history and those who serve it. We need more officers from academic institutions like our military academies and senior military colleges. And today we're going to make that happen. Enter a new core of cadets. To meet this critical need, we're partnering with a new crop of premier higher ed institutions, including Louisiana State University, LSU, Liberty University, Tuskegee University, Mississippi State University, and Hillsdale College. These schools have stepped forward to answer the call to duty and establish new cores of cadets in partnership with the Department of War. So today at my direction, we are formally establishing a program to assist these universities and colleges. It's called America's Corps of Cadets. This flagship effort is central to our goal of increasing the number of patriotic leaders of character who are commissioned into our joint force. Each member school is designated a distinguished military college, reviving a category previously used in our department. And in this status, these institutions will maintain exceptionally high standards of cadet discipline, tactical instruction, and military organization. Additionally, these schools earn a prestigious honor school status, which grants priority in officer commissioning, which you all know is a big deal.

Defense Secretary Pete Hegseth said Elon Musk, Palmer Luckey of Anduril Industries and former House Speaker Newt Gingrich will lead a team on the future of warfare. Photo: Alex Wong/Pool/Associated Press

Defense Secretary Pete Hegseth said Elon Musk, Palmer Luckey of Anduril Industries and former House Speaker Newt Gingrich will lead a team on the future of warfare.

Hegseth Names Musk, Gingrich and Anduril’s Luckey to ‘Project Meridian’

Today, at my direction, I'm announcing Project Meridian, an effort led by America's best minds to study the future of warfare. Under the leadership of the department's chief technology officer, Emil Michael, Project Meridian will be co-led by three of our nation's best minds, Elon Musk, Palmer Luckey, and Newt Gingrich, all of whom are up in the audience with us today. Please stand if you would. Those three great Americans are going to be joined by a team of senior leaders, handpicked private sector leaders, and subject matter experts from across our nation's unmatched innovation, academic, and policy ecosystems. Project Meridian, the future of warfare, is not about developing new strategies or new policies. We already do that. Rather, its purpose is to creatively look to the future and identify the domains that we must conquer and capabilities we must master. We should have been thinking about autonomous warfare command 10 years ago. We need to be looking forward into the future to achieve technological and military dominance on the battlefield for decades to come. It is futuristic on purpose. Their work will be focused on discovering, developing, and fielding the weapons and systems that our children and our grandchildren will need in their lifetimes without any creative limitations or restrictions. On any future battlefield, from under the earth to beyond the moon, our American warriors will be armed with absolute technological superiority because we will have the foresight to prepare today for tomorrow. And we're going to do so rapidly. And that's why I'm directing Project Meridian's findings to be completed and submitted within 120 days, culminating in a full public rollout, of course a classified annex to ensure this is not just another endless Pentagon study that is outdated before it is finished. In fact, our first meeting with those three great Americans and a small group of us is happening in a skiff about 200 yards away right after this speech. We are going to hit the ground running.

We're putting power and control back into the hands of the people. Instead of forcing citizens to search through the endless maze of tens of thousands of terrible government websites and rules, and more than 10,000 forms, you have over 10,000 forms to do basic acts. You'll now have one front door for every single question. Everything will be answered easily and quickly, a digital home built around your time and your life.

The American military has launched missions from RAF Fairford in the war against Iran, which warned Britain of consequences.

5 Men Arrested Near U.K. Air Base Used By U.S. In Iran War

So at around 12:45 AM today, Sunday the 27th of September, police received a call relating to three suspicious vehicles traveling towards RAF Fairford. Armed officers responded and subsequently arrested five men in the Whelford area on suspicion of committing offenses under the Explosives Act. The men were taken into custody where they remain. A 400 meter cordon has been put in place around the vehicles while the Army's Explosive Ordinance Disposal unit examined them. As a precaution, around 85 households have been advised to evacuate while these examinations take place. Work to establish the full nature of this incident is ongoing, and we are in constant communication with our partners both locally and nationally. In particular, we are working closely with our partners in counter-terrorism policing.

There was a specific threat about six weeks ago from the Iranians on this base. At the time there was an increased surveillance around the area. This is an operational base. There is it's no secret that, you know, we have American bombers here that are taking part in what's happening in the Middle East at the moment. So there's always the risk, but I think the local community are very vigilant and I have complete faith in security services to do their job.

The arrest in the UK was fantastic. Working with Britain, it was an amazing job. We had them under investigation. They were looking to do big damage to our port and working with the British worked out great. We had them under view for a long time and we got them. Thank you.

During his remarks to the United Nations, Israeli Prime Minister Benjamin Netanyahu criticized New York Mayor Zohran Mamdani.

Dozens of U.N. Delegates Walk Out During Netanyahu Speech

Mr. President, before I begin, just a quick announcement. If there are any other moral cowards who haven't yet left this hall, please do so now. Thank you very much. To all the heroes of Israel, I pledge a sacred vow. Your sacrifice will not be in vain. We will continue to defend our state. We will continue to win because we have no other choice. Mr. Mamdani, since you were elected mayor of this city, many Jews no longer feel safe in New York. They talk to me. They tell me. You falsely, repeatedly accuse Israel of genocide. Mr. Mamdani, you tried to stop me from coming here. You tried to silence me. Well, you can't silence me. You can't silence the truth.

Prime Minister Anthony Albanese said an OpenAI agent gained unauthorized access to public and non-public files, prompting an investigation and an urgent review of AI-related cyber risks.

Australian PM Says OpenAI Agent Breached Government Website

I want to update Australians on an incident in which an artificial intelligence agent has infiltrated an Australian government website. This incident occurred in June this year and involved an OpenAI agent gaining unauthorized access into the public-facing Medicare Statistics Reporting Service Portal which is administered by Services Australia. The AI agent accessed both public and non-public files. A forensic investigation aided by the Australian Signals Directorate is now underway to ascertain more information including what other government systems were affected. No personal information is believed to have been accessed at this stage, but investigations are ongoing. Evidence currently available is there is no broader compromise to the Services Australia network. Nonetheless, this situation is obviously unacceptable. Today, I spoke with the CEO of OpenAI, Sam Altman, to express Australia's extreme concern about this incident, and I also expressed my disappointment that it took the company way too long to inform the government what had occurred and the nature of the way that that notification occurred as well was unacceptable. Today, I'm announcing the establishment of a task force to provide an urgent and immediate review into this incident to determine whether existing processes are appropriate to respond to AI-related cyber incidents. AI is changing the world. It is bringing enormous economic opportunity for growth, for productivity benefits, for breakthroughs in health, in innovation and other areas of science, but AI also poses significant risks, and that's why we need guardrails to protect our way of life. We want to make sure that we shape AI rather than AI shaping us. Put simply, humans must remain in control.

WSJ’s Nicholas Miller explains in three charts whether 7% mortgage rates will become the new normal in the housing market. Photo: Laura Fong

https://video-asset.barrons.com/video/20260924/010efc60-a275-46db-a978-8fcd65882a5a/1/hls/manifest-hd-wifi.m3u8

WSJ’s Nicholas Miller explains in three charts whether 7% mortgage rates will become the new normal in the housing market.

Mortgage Rates Hit 7 Percent: What’s Next for the Housing Market?

This is a chart of the average 30-year mortgage rate, which hit 7% this week. The last time it was this high was over a year and a half ago. Home buyers and sellers have been frustrated for years with high mortgage rates, which together with record home prices have stunted the housing market and trapped many Americans out of home ownership. Now, many are asking, "Is this 7% rate the new normal?" The first thing to know, the 30-year mortgage closely tracks the 10-year treasury yield. That's because the average mortgage lasts 10 years before being refinanced or exited through a sale. And recently, the 10-year treasury yield hit 5%. The bond sell-off was driven by fears of persistent inflation and soaring government deficits. 2026 was supposed to mark the beginning of the housing market's recovery. In February, mortgage rates fell below 6%, sparking a flurry of buyer interest and optimism that the housing market was on its way back to pre-pandemic levels. You can see in this chart that mortgage applications at the beginning of the year were on the rise and reached their highest point since 2022. But then the war in Iran halted that progress. Expectations for higher inflation drove mortgage rates up. Meanwhile, economic uncertainty made Americans hesitant to make the largest purchase of their lives. In August, home sales fell to their lowest level since the beginning of last year. But there are some positives for buyers in the market. Many sellers who have been holding onto their low mortgage rates from years ago are finally starting to sell. You can see in this chart, the housing inventory is much higher than it was in 2023 and is actually approaching pre-pandemic levels. The total existing homes available for sale in 2023 was 1.1 million. This year, it's up to 1.6 million, the highest level since before the pandemic. That's good news for buyers who have more options in the market than they've had for years. It also shows that people, as they get new jobs and have children, realize they have to move no matter what the mortgage rate says. Many are realizing that after years of waiting for rates to fall, this may just be the housing market's new normal.

Trump Outlines Plans to Build Two Military Bases in Greenland

The United States has also reached an unprecedented agreement regarding the northern frontier of North America, the large and strategically vital piece of land known as Greenland. This agreement made with the Kingdom of Denmark, an incredible, beautiful country. And the Greenland people itself, gives the United States permanent control over security, and all other needs on that territory. We will have the complete ability to do what is necessary to defend the American continent, and also Europe and other places. No US adversary will ever be permitted to establish a military presence in Greenland anymore, or make sensitive investments there without our express written approval. We will immediately begin the process of developing a large military presence in the appropriate locations. We'll be building two very major military bases.

Trump Says U.S. Rejects 'Globalist Scheme' to Control AI

The United States also totally rejects any attempt to construct a globalist scheme to control for the artificial intelligence being spoken of so much now, here and after officially called super intelligence, changing the name. And that the use of the word artificial makes intelligence fake. It makes it sound fake, and it is not fake. It's actually amazing. But we have to be careful. In fact, it is exactly the opposite of what it purports. From this point forward, all of United States documents and hopefully the world's will be changed to use the much more accurate term, super, as opposed to artificial. So it's super intelligence. In other words, welcome to the new world of super intelligence-SI. SI, let's see if that goes. It sounds much better. It is much better. And it's much more accurate. Let's see if I have any power. Maybe I do and maybe I don't. We're gonna find out pretty soon. Super intelligence. Every major new technology brings challenges, and super intelligence is no exception.

Delegates From Cuba Walk Out During Trump's U.N. Remarks

My administration is also seeking a fundamental change in the situation in Cuba where the communist regime is under great pressure, the biggest pressure they've ever been under. It's an absolutely failed state. It's failing like never before, and it will fall. Marco Rubio is handling a negotiation. He's deep into negotiations with Cuba. Let's see what happens. We'll not allow a haven for foreign adversaries to threaten America on our own doorstep. It's right at our doorstep. The Cuban regime has also spent decades coordinating with the left-wing radicals and communist networks here in the United States. As our state department has detailed, they've cultivated ties to subversive and radical groups such as the Communist Party USA, Antifa, and the Democrat Socialists of America. Communism will never be coming to America, but freedom will be coming to Cuba.

Trump Threatens to 'Annihilate' Iran During U.N. Address

I have a big decision to make. Will a deal be made with Iran that lets them rebuild and create a far greater country than it ever was before? Maybe one of the greatest in the Middle East or even the world? Or do I annihilate the Islamic Republic and do it quickly, never giving them a chance to kill and destroy people and countries again? Do I drive them into hell with no chance of survival and no hope of future greatness or generations? But I believe we'll make a deal right after the election.

While addressing the United Nations, President Trump said oil prices would come down because of developments in the Strait of Hormuz and Venezuela.

Trump Says Oil Prices 'Will Come Plummeting Down' Despite War in Iran

Oil prices will come plummeting down even lower than they were at the start of the conflict, and they were very low. In the United States, they were really low. With courage and resolve, anything is possible. We're working closely with the leaders of Venezuela to forge a much better future for the Venezuelan people. Last month, we signed the largest oil deal in history, covering 65 billion barrels of oil, which will benefit both Venezuela and the United States enormously and help drive down the cost of energy all over the world, and that is starting to perk right now, it's coming out. The biggest oil companies in the world are going in and the numbers are absolutely incredible. When you add the United States and Venezuela together, we have more than 60% of the oil in the world. So it's perhaps the biggest deal. It was a war, but it's perhaps the biggest deal ever made to the victor, along the spoils, you've all heard that.

Trump Defends Record on Iran War During UN Address

I do not believe in letting problems fester. They only become harder to solve. So while others have talked, I have acted. While others have spoken of peace, I have made peace. While others have ignored threats, I have confronted them. While others have talked of courage, America has shown it. While others have promised strength, I have used it to make America the most powerful country in the world. I have a big decision to make. Will a deal be made with Iran that lets them rebuild and create a far greater country than it ever was before? Maybe one of the greatest in the Middle East or even the world? The mayor of Austin said he was ‘very angry’ after a federal immigration agent shot and wounded a man in the city, adding that he was ‘not surprised’ given ICE’s actions in other cities. Photo: Nuri Vallbona/Reuters

The mayor of Austin said he was ‘very angry’ after a federal immigration agent shot and wounded a man in the city, adding that he was ‘not surprised’ given ICE’s actions in other cities.

Texas ICE Shooting Sparks Outrage

I want to be very clear as we begin this, that the Austin Police Department was not involved in this incident. The police department did help with the blocking of some of the roads and doing traffic control. As mayor of the city of Austin, I'm very angry about this. I'm extremely unhappy. A person being shot on the streets of Austin by someone purporting to be law enforcement, particularly when it's ICE, is something that causes me to be unhappy and angry about it. And while I'm unhappy and I'm angry about it, I'm not surprised at all. It's happened in other cities with the nature of ICE and the way ICE is doing its business these days and the chaos that we see it performing and fomenting. There's no reason for us to be surprised by it.

What I can tell you is Austin Police Department Special Investigation Unit who investigates our officer involved shootings is on the scene. And I have spoken to Texas Rangers who will be part of that investigations and will be working side by side in this investigation as well. I've spoken to HSI as well. They have promised what they can give us as far as cooperation, they will do that. So that's where we are at this point. Again, this has happened in the city of Austin. The city of Austin deserves answers on what occurred.

It is awful that this horror has come to our doorstep. And as the mayor said, unfortunately, it is not a surprise. Just a few weeks ago as we saw the ICE surge come to Austin, especially to North Central Austin, I and others said that ICE needed to leave before someone was shot like in Minneapolis or like in Corpus Christi or like in Chicago. And that day is here. And so I think the message remains that for Austin to be safe, ICE should end its surge here in our community.

Trump Says His Son Repaid Russian Businessman for Wedding Afterparty

Was it appropriate for your son to accept the gift, the payment of some of his wedding festivities?

Well, it's totally allowed, and a lot of people have parties and all, but it's totally allowed. But as I understand it, he paid them back. He didn't want to have that. So I hear he paid them back. A person that he knows, I guess a friend of his, gave him a wedding party. That's very common. I've heard of many people given wedding parties. I've given, wait a minute. I've given, well, I don't know, maybe he didn't do a background check. But I've given wedding parties to numerous people. They get married, I give them a party. I give them parties at beautiful places like Mar-a-Lago and others, but I've given many. With all of that being said, I understand that Don's paid them back.

That's the first we've heard that.

Yes.

Mr. President-

No, I heard about that. I actually heard that when I heard the story, I asked about it, he said, "No, I'm paying him back, Dad."

Trump to Ban CNN, MS NOW, and Politico From White House

You posted that you intend to ban CNN, POLITICO, and MSNOW from the White House.

Yeah.

Every president takes an oath to uphold the Constitution-

Yeah, I do, too.

Which includes the First Amendment.

I do too, much more so.

How do you justify-

Much more so than you.

Is this-

Because they're fake news. You get so tired of reading and seeing fake news. When you look at CNN, it's just fake. That's why their ratings are no good. When you look at MSNOW, which used to be MSNBC, which some people call MSDNC, Democratic National Committee, it's fake news. It's fake news.

Sir, the First Amendment protects-

And excuse me, excuse me. And when you look at POLITICO, I mean, they got a government, the government under, Biden gave them, like, $8 million to keep 'em afloat, and the stories they wrote are fake. So there's a lot of news, and there may be others to join 'em, and maybe they can get better and we'd like to have them in. But our country has to have honest news. You need a free press. You need a fair press and an honest press. And CNN... And you know it, and everybody knows it. You're intelligent. I've known you a long time. You know how fake their reporting is. It's one-sided. It's never good. I've done many, many... Look at this story today about favored nations on drugs. We lowered the drug causes by 50, 60, 70%.

And it's being covered right now.

They won't even put it... If they put it on, it'll be a... They will find a reason why that's a negative, okay?

But, sir-

Why are you doing this ban now? Is there a particular reason, is there a particular story?

No, no reason. No, it's just because... No. No, it's really just cumulative stories over the last few years. You get sick of it.

Canadian Prime Minister Mark Carney told the European Parliament that a closer Canada-EU alliance isn't designed to create a rival power bloc or dominate others.

Carney: Canada Not Proposing a Third Bloc ‘With Better Manners’

Deepening and widening our relationship will strengthen our sovereignty, improve affordability, and opportunity, and security for our citizens, while safeguarding our abilities to live our lives as we choose. Now, I also want to be precise about what I am not proposing. I'm not proposing a third block in order to become a great power rival only with better manners. We do not seek power to dominate others. On the contrary, we are pursuing resilience so no one, no one can control our open markets, impair our sovereignty, threaten our territorial integrity, or undermine our freedoms, our democracies, our rule of law. It's these motivations, these fundamental motivations, combined with our latent hard power means that we can help to create the next just, stable, and prosperous world order. A Canada-EU alliance would create a beacon for other democracies. An alliance not defined by what we oppose, but about what we are for. Freedom, solidarity, prosperity, sustainability.

Trump Says Canada Becoming Associate Member of EU Could Be ‘Hostile Act’

I think it's laughable, look, the whole thing with Canada. Canada's been a terrible trade partner, and no, I don't see that, and if they do that, if I think it's an all a hostile act, I will put very serious tariffs, or stop trading with Europe on many things. So if they do that, if Europe does that with a bad intention, if it's a good intention, that's fine. If it's a bad intention, we'll put very heavy tariffs on Europe.

President Trump said the Fed interest rate increase is 'a raise against Trump.' The Federal Reserve voted unanimously to hike rates for the first time in three years.

Trump: Fed Board Hiked Interest Rates ‘for Political Reasons’

I talked to Kevin and I said, "You might as well vote with the board, 'cause it's not going to matter." The board is very hostile, they're very political, they're doing the wrong thing, there are a bunch of politicians, or people put on by politicians, and it's a shame, because it's too high an interest rate. Despite that, the country barrels through everything, 'cause we're doing so well, but the interest rates are too high. We should be paying the lowest interest rate anywhere in the world, 'cause we have the strongest credit. If we wanted to get rid of deficits, which we could do with a swipe of a pen with every country, we'd make a trillion and a half dollars a year. We'd pay off our debt, we'd do all sorts of things, but we haven't chosen to do that, but at some point, we will. I didn't convince him at all. I said, "Do what you want." I said, "Do what you want," 'cause it doesn't matter, 'cause he doesn't have the votes. No matter how good a job, he's a good man, Kevin Warsh, but no matter how good a job, he's got a hostile board. They're raising the rates to, they're raising the rates to make Trump do as bad as they can possibly do. The problem they have is that we have the greatest economy in history. We have over $21 trillion being invested in this country, which is five times more than we've ever had before. So they're raising that only for political reasons, and that's a raise against Trump.

Fed Chairman Kevin Warsh said economic strength, competition for capital and geopolitics are the leading explanations for rising bond yields. Photo: Andrew Harnik/Getty Images

Fed Chairman Kevin Warsh said economic strength, competition for capital and geopolitics are the leading explanations for rising bond yields.

Kevin Warsh Gives Three Reasons Behind Bond-Price Increase

Longer term bond yields are up quite a bit over the last few months, especially the last few weeks. What do you believe the bond market is telling you, especially about the growth outlook, the neutral rate, and what are the implications for monetary policy?

Yeah, let me speak to the history, what bond market prices do prospectively. I wanna let them tell me any story they wish to. I wanna try to interrogate that. But why did yields rise, let's say since the last FOMC meeting till this? I'll give you three reasons, but I would say these things tend to be over-determined. This is a complicated set of things that are affecting the most important asset anywhere in the world, the 10-year treasury. It's the risk-free asset upon which every price of virtually every asset in the world is related to. So I'll say three things. First is economic strength. I think part of the reason why we've seen over the course of 2026 long-term yields go up is the economy has strengthened. Second reason, competition for capital. The surge in capital expenditures, which I referenced in my remarks, is real and the so-called hyper scalers are out of the market raising funding, and so the competition for capital is real, and I think it partly explains the increase in yields. The third is geopolitics. The situation hotspots around the world are driving long-term yields. It's not simply spot prices of energy or spot prices for corn or soybeans or wheat, but it's the difference between those spot prices and so-called crack spreads, what that means for products that find their way into stores across the country. I think those are the three leading explanations, but certainly not an exclusive list.

Fed's Kevin Warsh Speeds Through News Conference

When the Fed starts raising rates, it generally follows with a sequence of hikes. Is there anything different in today's assessment of the economic conditions that would suggest that the typical pattern does not apply? And I guess second to that, what impact do you expect higher rates to have at this juncture if the bulk of what is keeping inflation elevated is stemming from supply shocks?

So we're trying to get to more people, so I, now, get to cherry-pick my preferred question from you, Colby. This won't surprise you. I'm not in the forward guidance business.

Chairman Kevin Warsh said the Federal Reserve's decision to raise interest rates shows the board is 'serious' about delivering on price stability and will do it on a timelier basis.

Fed Chairman Warsh: 'We're Serious' About Price Stability

You say today's policy action will support a timelier return to the committee's 2% target, and yet in the summary of economic projections, the median pushes the 2% target achievement out to 2029, another two years. And I'm wondering how you can square those two things.

One easy way to square that, Mike, is those aren't my forecasts. Those are the forecasts of my 18 colleagues, and I tried to represent them dutifully to you. My business is to not give forward guidance, but my commitment in June was to reaffirm to the American people, to anyone listening, that we will deliver price stability. My commitment in July was to say we wanna buy a little bit of time. We wanna evaluate what's happening across a range of dimensions. And what I said in Jackson Hole in August is we're committed to a discipline, not to a decision. Today's action starts to show we're serious about this, and we will deliver on the price stability objective. And as the statement said, we'll do it on a timelier basis. That's our decision. And when we continue our discussions over the course of the next several weeks and months, we'll have more to say about it, but I'm ill-prepared to prejudge those future actions.
