School Choice On The Rise

As kids across the country return to the classroom, a record number of parents are choosing alternatives to traditional public schools. With an estimated 1.3 million students participating in private school choice programs, including vouchers, tuition tax credits, and scholarships, that's up 25% in just one year. It's a trend that the New York Times calls "a crisis for public schools" with some districts even hiring consultants to aggressively woo parents and recruit more students. We're back with our panel. Alicia, this one's for you first. So is the movement towards a private school a continuation of parents actually seeing what's being taught in schools over COVID?

I agree with that. I'd also say that there's been a move into private schools for the last 15 or so years as states have expanded these school choice programs. Now, what you had during COVID is you actually saw an also an acceleration of migration of people leaving blue states for red states like Florida, Arizona, and Texas. Texas just enacted an education savings account program that allows kids to go to these private schools. So as a result, you're actually having more students who have, are able to access these private schools. About 40% of kids now in the country have access to private schools thanks to these school choice programs. And during the pandemic, a lot of parents saw what they were learning or weren't learning at home and decided, well, yeah, I kind of do want to take my kid outta public school and maybe put them in private school where they get a better education, more discipline and aren't basically being indoctrinated with woke curriculum.

Yeah. So, Kyle, how do school systems then woo parents back to send their kids to public schools?

I think a couple things. One is just improve academically. The difficulty with that is the teachers unions make it so difficult and they have a lock on the politics of many of these states. A second is, Alicia mentioned, woke indoctrination. I think that that's a good one too, is get the curriculum back to something that has broad support. We just had a Supreme Court case about a district in Maryland that was putting into its English curriculum for elementary schools, storybooks about transgender characters and whatnot, transitioning. Parents sued the Supreme Court said that they have a right not to be, if they have religious beliefs that go against that teaching, they have a right not to have their children subjected to it. But if school districts just got back to "Goodnight Moon" and Dr. Seuss, that could go a long way too.

Yeah. I love Dr. Seuss. So Kim, let's talk about teachers unions. You know, if you're in business, you have a good product, people flock to it, people flocking away from public schools, so it makes sense to change what you're doing to get people back but you know, that's not what teachers unions are doing right?

The number one impediment to improving public schools are the teachers unions because of contracts that don't allow for merit pay, for instance, for better teachers that make it impossible to fire absolutely horrific teachers that get in the way of new types of curriculum, they are the impediment because they exist not to support the kids, but to support their own members, to support the adults and they flex their muscles. So they view this as an existential threat and that's why one of the things we're seeing now as these school choice programs go into effect is litigation breaking out across the states as these unions attempt to sue to stop these programs. We just had a case out of Missouri where a judge stopped a union from getting a temporary restraining order from allowing a school choice program to go into effect. But you're gonna see a lot more of that as the teacher's union's ramp up in court to try to stop this.

Yeah, I'm gonna talk about that Missouri case in a minute. So Alicia, under the Biden administration, school districts got an additional $170 billion outta the American Rescue Plan, and teachers unions play a big role in where that money's ultimately spent, but shouldn't things be getting better with all that money?

Well, I think that's the great irony of this all is that the state's got all this money and actually test scores have continue to decline, not just during the pandemic. The most recent nation's report card last year showed a continued decline. And the problem is that a lot of this money isn't really going to improving student learning. It's going to pad teachers' unions or teachers' pensions paying back, essentially, for unfunded liabilities. And to Kim's point, the other impediments to better learning really are things in the teachers' union's contracts. It's not a lack of money.

Right. So, Kyle, let's go to Missouri. The Missouri Teacher's Union asked the judge to freeze the private school voucher program. So why not offer a choice for a voucher program?

Yeah, I mean, the answer is that the teacher's unions don't like it because they think it's eroding to public schools. But to my mind choice and what is best for families, what is best for parents, what they think is best for them is what comes first. The positive thing is that the school choice movement has been winning these kinds of challenges for a long time. Decades, challenges way back in the day to Florida's tax credit scholarship program, for example. Challenges over state laws that give money out to parents, but exclude religious schools. Generally, the parents and the families have been winning that stuff.
